How do you get the suction plate off the tray?

Release the tab. The divided suction plate in this set holds to smooth high chair trays and tables with a suction base around its whole edge, and the release tab breaks that hold when the meal is over. The tab is designed to be easy for an adult and hard for a child, so the plate stays down while a toddler eats.

Is it okay that my baby chews on it?

Yes, mouthing and chewing are a normal part of learning to eat, and soft silicone is gentle on developing gums and teeth.
